rules
1) Your site must be SFW. There should be no NSFW content on it, and if there is, it shouldn't be visible unless if you go through a warning.
2) Your site must be a Neocities, Nekoweb, or other HTML based site hosted through either Neocities or Nekoweb (e.g: you are a supporter and have a custom domain).
3) In order to join, you should have the webring badge embedded somewhere on your site before you send an application.
4) Your site should not contain any bigotry or hate of any form. This means racism, transphobia, homophobia, ableism, etc.
